With 25 years working in banks and software companies, I know first hand that consulting services is a critical component for most organizations. Companies rely on certain expertise that is not found inhouse and this is where outsourcing certain services becomes critical for better business.

Burlington businesses spend millions on consulting services each year. We need to do our best as a city to ensure local business is considering hiring local skillsets first. For example, I have worked with many companies on sourcing services like Compugen, Accenture, Tata etc. The consultants that are doing the work could be from overseas or the US. My policy would want to keep those revenues within the city.
Burlington businesses will be encouraged to hire or contract local people that meet the criteria of services being searched. These services could range from IT to trades...or just administrative type requirements. The city will host an online website that residents will register with and it would be matched up with voter list to validate resident.
